Meet the Dykes. Katherine “Katie” Dykes is ruling the state’s energy and environment (DEEP) as Commissioner. Her husband, Michael “Mackey” Dykes is a prominent stakeholder with the Climate funding (Green bank).

The Green bank is holding various webinars throughout the state, and at least one in-person gathering in Mystic, CT.
Mackey Dykes is the VP of Financing Programs (Officer) of the CT Green Bank. He also writes for the Hartford Courant.
“Mackey joined the [CT] Green Bank in 2012, where he leads the Commercial and Industrial Programs….through programs such as C-PACE, he helps commercial and industrial building owners, non-profits, schools and hospitals access affordable capital for clean energy projects.
Before taking over the Commercial and Industrial portfolio in 2016, he served as the Green Bank’s Vice President and Chief Operating Officer. In that role, he helped lead the transformation, development and implementation of the Green Bank’s clean energy financing mission as well as running its day-to-day operations.
Prior to joining the Connecticut Green Bank, Mackey was the White House Liaison at the U.S. Department of Energy. He has also held leadership positions in several political campaigns. He holds a Bachelor of Science degree in Political Science from Vanderbilt University.

Katie Dykes is Commissioner of the Connecticut’s Department of Energy & Environmental Protection (DEEP).
She has served since 2019, when she was first nominated by Governor Ned Lamont, and was re-confirmed in February 2023 to serve in Governor Lamont’s second term.
Katie previously served as Chair of the Connecticut Public Utilities Regulatory Authority (PURA) from 2015-2018, and as Deputy Commissioner for Energy at Connecticut DEEP from 2012-2015.
Katie also serves as the Chair of the Board of Directors of the Regional Greenhouse Gas Initiative, Inc. (RGGI). Katie joined CT DEEP in March 2012 after prior service in the White House Council on Environmental Quality (CEQ) and the U.S. Department of Energy.
